Quintin Carter serves as the Acting Deputy Director of Program Operations for the Office of Federal Contract Compliance Programs at the U.S. Department of Labor. Mr. Carter joined OFCCP as a Program Analyst and served as the agency’s subject matter expert on performance reporting. Prior to joining OFCCP, Mr. Carter’s background in budget and financial operations was developed while working at the United States Department of Homeland Security, the United States Department of Agriculture, the District of Columbia’s Department of Health, and Citigroup. Mr. Carter holds a Bachelor of Business Administration in Finance and Masters of Business Administration in Accounting.
